About Northern Express Group (NX2):

Northern Express Group (NX2) is the SPV established under a Public-Private Partnership (PPP) with Waka Kotahi New Zealand Transport Agency for the development of the Puhoi to Warkworth motorway. This fantastic piece of transport infrastructure, integral to enhancing New Zealand's transport network, is the sole focus of the SPV. The consortium is made up of the Accident Compensation Corporation, Morrison Global Public Infrastructure Partners, Hokai Nuku, Acciona Concesiones S.L., Fletcher Construction Ltd and Higgins Construction. Having achieved a major milestone by successfully completing the construction of the motorway, NX2 is now transitioning to the operational phase of the agreement, dedicated to ensuring the motorway's safety, efficiency, and reliability for all users.

The Role

The role of the CEO supports the delivery of the project by NX2 by providing overall commercial and strategic leadership of NX2 and management of the NX2 team.  The CEO acts as the Contractors Representative and spokesperson, in all appropriate forums, has primary responsibility for overseeing the performance of the Construction and AMM sub-contractors and compliance with the project documents and the legal obligations of NX2.  In particular the role will maintain the emphasis on achieving the four key project outcomes of safety, predictable journeys and reputation.

Key Responsibilities: 
  • Serve as the primary NX2 SPV contact for the New Zealand Transport Agency, maintaining and enhancing strategic relationships.
  • Ensure NX2’s compliance with project agreements and manage subcontractor performance.
  • Lead and develop the NX2 management team, promoting excellence across all project facets.
  • Act as the chief negotiator with stakeholders, managing both opportunities and challenges with acumen.
  • Oversee project delivery, ensuring alignment with operational, safety, and environmental standards.
What We’re Looking For:
  • Proven leadership experience in large infrastructure assets, ideally within a PPP framework.
  • Direct involvement in the operation phases of major infrastructure projects.
  • An expert in working with highly complex project agreements and associated contracts
  • Highly conversant with understanding and interpreting substantial legal contracts
  • Exceptional relationship management skills, with a knack for navigating complex stakeholder landscapes.
  • A strategic thinker, capable of integrating diverse operational requirements and steering the project towards its key outcomes.
  • Proven commercial awareness and problem solving ability
